A partial critical edition of nine telegrams
Nine telegrams of June 1916 (Huang Xing, Zhang Ji and the Shanghai group) can be read, at least in part, with candidate key C51; N07 remains unread. Uncertain characters remain marked.[25]
A separate historical system: the “共密” telegrams
These messages do not use the G0 and Y0 grids described above. The clear telegraph prefix 共密 distinguishes them; the prefix alone does not prove that every message bearing it used one shared historical key.
Candidate model C51 reads the digit groups as follows: traverse each form by columns from right to left, top to bottom, then continue onto the next sheet; remove the public prefix 0364 1378 once; replace the tens digit using the table below; calculate P = (9000 − normalized C) mod 10000 with ordinary borrowing; then look up P in the Chinese Telegraph Code (CTC).

This rule yields interpretable Chinese passages in N17 and N18. It remains a candidate reconstruction: the historical codebook used in 1916 has not been identified. One printed CTC edition matches 14 targeted entries, which does not establish that it was the edition in use at the time. The partial edition of N17 and N18 presents the scans and reading uncertainties.
A printed CTC exemplar of uncertain date agrees on 14 targeted entries (seven initial and seven additional checks); two cells remain indeterminate, and the low anomalous codes were not found in that scan. It does not identify the codebook used in 1916. NLC / CTC scan[26]

Another reading of the key: a renumbered 明密 codebook (S. Tomokiyo)
This interpretation is due to S. Tomokiyo (Cryptiana, 23 October 2026)[22]. He suggests that the clerk did no arithmetic: he used a copy of the “明密” code whose page, column and row numbers had been rewritten by hand for secret (密) use; he illustrated each key on a June 1916 edition of the 明密碼電報書 in his possession. Our formulae describe the same table by calculation.
Pages numbered backwards: written page 89 = page 00, 88 = 01, …, 01 = 88 (89 − n). Tens give the column, units the row counted from the bottom. The subtraction from 9000 in our formula is just this double backward count.

Check: for all 10,000 group values, the published key splits exactly into page (first two digits), column (tens) and row (units), with no residual carry (mingmi.py). In the book each column holds xxx1 to xxx9 and then, at the bottom, xxx0: this is what our “carries” expressed.
S. Tomokiyo also notes that many “X密” codebooks of 1913–1923 are preserved in Taiwan; many probably differed only in such numbering.

Translation
President Li has taken office and the general situation is beginning to settle. In my humble view, we must first calm people’s minds and remove coercion. For the most important and urgent matters, please consult secretly with Jiwu, Zu’an and the others, and quickly ask Mr Li to carry out: 1. restore the old Provisional Constitution and the Parliament; 2. issue no amnesty and no order dropping prosecutions; 3. make Duan and the others resign and appoint anew a provisional premier, without readmitting cabinet members who helped Yuan’s rebellion, then, once Parliament meets, form a regular cabinet anew; 4. transfer Wang Zhanyuan and appoint as governor a commander of the people’s army holding strong forces; 5. invite the leading men of the people’s party to Beijing to consult on everything. Moreover, the Japanese authorities have decided not to lend to the Beijing government unless North and South are unified. So Mr Li should not be constrained. For information. — Xing. The 10th.

After N17 and N18 were published, the bodies of N23, N27, N30, N32, N33 and N35 were assembled (transcriptions by Codex and Claude, all re-read by Brice Dudout on 19 October 2026 without seeing the decipherment). Context checks tie them to the Rongmi file: 溥 = Puquan (Zhang Ji) in N27 and N30, echoing N24’s “in his personal capacity”; N32 is signed 葛、殷、黃 (Ge Jing’en, Yin Ruli, Huang Fu). N35 writes 8 where the other Gongmi telegrams write 3 for the same words (表 3007, 袁 3087). The re-reading confirmed six single-digit probable readings (呂, 請, 咸, 張, 黃, 各) and restored N35’s signature 興 (previously read 議). Probable readings follow the convention of the Rongmi page.
